Dr. Quack Whistleblows to DOGE Re: NASA Ames

So, Big Balls….Keep up the good work!

Here’s a very old blurb for DOGE that could lead to discovery of even more government waste if anything existed to it.

Back around 1979 to 1984, Dr. Quack had this neighbor lady. Taiwanese. Decent, friendly, kind lady. She previously worked for a SF Bay Area county as a computer programmer (probably accounting related). All was normal to her during that period before she took employment at NASA Ames.

Now, it is not unusual for programmers to burnout or even go mentally ill within a decade. It’s very common as you probably know or will, Big Balls. However, this lady went full-throttle batshit within 1 week. Her husband just one day found her locked in the bathroom crying. Very traumatized by something. She went to go live with her parents and siblings awhile as she was going so batshit.

The husband and wife were neighbor buddies of Ducky’s parents. The lady came over one day to say goodbye to Ducky’s mama; Said she was leaving to live with family awhile. She was very disturbed. Later Ducky asked his mama ducky what was wrong with her.

Now, this is 2nd hand mixed with firsthand observation of the woman but Ducky was maybe age 8 to 10 back then and not interested in their girl chat. Overall impression of a very disturbed lady formerly perfectly normal.

Ducky’s mother said the lady was going crazy, maybe seeing things, and paranoid but a language barrier existed plus it would have been too overwhelming for Mama Ducky maybe. The lady was talking something about seeing dead bodies; Something about U.S. Gov people bullying her into silence; Something about them sneaking into her house and backyard.

This was before the days of people going crazy from conspiracy theories on the Internet. Believe it or not, most everyone trusted U.S. Gov back then. Ducky’s daddy and mama were military officers. This was the 1980’s under President Reagan, too. All of us lived in the time when America was good and great. The country was decent. Even the Left seemed decent as commies. There were no tattooed women other than skanky biker chicks and Asian hookers. Not even any home computers yet. TV news actually seemed real under Walter Cronkite, Ted Coppel, and Dan Rather with no CNN. Everything was peachy. Everyone trusted U.S. Government.

This lady was not a druggie. Total straight arrow Asian lady. No vices. Probably just a business accounting programmer. In one week she was normal. The next week all traumatized and paranoid. She was never the same after coming home from her family to live with her husband again. Never came out of the house anymore. Windows all closed. Ducky used to ride his bicycle and see her peeking out her curtains trying to be all invisible. For years, she never came out of her house much.

Anyhow, there were several classified programs out of NASA Ames / Moffett Field back then. She may have gone crazy among computer and work strain, deadlines, pressures, and paranoia over her classified world. She was Asian…Taiwanese…doubtful a Chinese spy back then but possible. Might have been a victim of prejudice and bullying since looking Chinese. However, she never said anything about that.

Dr. Quack remembers vaguely his mother saying the lady claimed to have seen “awful” things going on. Like people murdered. Something about “bodies” but it sounded like she was having a schizoid breakdown according to Mama Ducky. We all presumed her batshit.

Been mostly forgotten all these years. Been working on some unusual math and statistics here and fighting the computers, too. Something triggered the memory.

Dr. Quack also used to work some at and with NASA Ames, as have some colleagues. One group also encountered some typical CIA / DoD mafia bullying on business actually around the same time. That was long ago, but all of it seemed a racket of some form definitely squashing any troublemakers and in manners not terribly legal.

If it was just good CIA / mafia cooking the books and covering up classified black budgets….that’s great. But what if it wasn’t the good guys behind any of that? What if the lady stumbled upon criminal activity in the software, accounting, procurement? Treasonous activity? She never said that. She just was a good and normal lady who was suddenly shocked by something she considered evil / awful/ terribly wrong and claimed there were murders surrounding it all. Maybe her coworkers stumbled upon things and she didn’t know what or why but was close to the action?

Who knows, but to have an accurate counterintelligence eye in the present, you have to first have a clear view of the history. NASA Ames and Moffet Field were always hotbeds of national security vital programs — anti-submarine warfare, the Blue Cube, stealth boat, NRO, U2 and WB-57 “weather research” aircraft doubling on classified missions, all sorts of legit programs that can need the books cooked at times. However, the whole Bay Area has been riddled with commie swine for decades, too. Soviet and Chinese intelligence activity targeting the site was always present.

IG, Pentagon, and AI review of the computer records to the area from then to now should reveal interesting things — most legit, some maybe not legit, some likely criminal, some possibly treasonous. You never know. But, where there’s smoke, there’s fire.

Hmm…A good lady making smoke that puffed out?

To Dr. Quack, that’s interesting and deserves a second look; for, if you run programs and a good programmer or accountant is shocked on finding discrepancies regarding money flow, it isn’t that big a deal to just call her into the office and have government people with impressive enough credentials explain to her that she stumbled upon classified things that need to be forgotten. You just tell her honestly that there are multiple sets of books. Yup, the tea pot cost $10k and ignore it. Yup, we do buy excessively costly things and high volumes to cover up slush funds to classified programs. Even payments to private accounts that might appear like theft…all no big deal. Yes, criminal.

So, you suppress it by just explaining things kindly and letting her see that it is secretly legit by having a couple other higher level witnesses also explain. End of problem. In fact, you pay her extra to be quiet and help cover it up all the better from anybody else stumbling upon things. It’s no big deal. You set her at ease, happy, content, buy her silence cheaply. All good. Security clearance review will tend to detect any breaches on truth-vetting.

If you’re the good guys just doing criminal things for legitimate secrecy, all of that is very easily sanitized with no need to bully. No need to draw blood. You can always whack her, but try to make things clean always. That is what the good guys do. At worst, you remind them of federal prison potential if breaching secrecy. If she was a spy, she’d be either left alone to contain her information circle quietly or she’d be prosecuted.

Nope, you really have no need to bully the workers as the good guys unless engaged in crime that the Left in Congress would flip out about….or engaged in crime that even Republicans would be upset about. If you’re diverting from accounting to cover up a secret aircraft program, so what? You prove to the lady that all is legit but cannot be discussed. End of problem. Bullying only makes for distressed, resentful talkers like the lady leaked to her family and neighbors where her silence could have been very easily purchased with just explanation and a slight pay raise.

Dr. Quack just remembered that something there was probably evil and shocking to the woman; Something that doesn’t sound far off from other smoke and bad behavior he has seen from the same facility around that period. And money or treason rackets do tend to run on for decade upon decade. Might be worth a re-look.
